Executive Summary

The findings from the 2025 Global Cyber Directors and Officers Survey offer a detailed examination of the current landscape of cyber risk management and insurance practices across organisations globally. The key findings of the survey are as follows:

Cyber risks remain a key concern:
Data loss and cyber-attack were
identified as two of the top three
most important risks. Phishing attacks, ransomware and weak cybersecurity systems and controls in particular were
consistently ranked as key concerns.

Preparedness for cyber
incidents: Organisations are feeling well-prepared to manage cyber incidents effectively, with a large majority having a cyber incident response plan in place and having completed an incident response testing exercise in the last 12 months.

Cyber insurance: For the majority of
respondents, standalone cyber insurance continues to be an important part of a holistic cyber risk management strategy but there are contrasting responses as to where in the organization the cyber insurance premium is allocated.

Sponsorship and oversight:
The board, CEO and senior leadership teams continue to play a pivotal role in sponsoring the management and oversight of organisations cyber risk strategy.

Budget allocation: Cyber security budgets will increase but to a lesser degree than the prior year and respondents are feeling increasingly well informed about their cyber security budget and initiatives impacting the levels of cyber security risk.

These findings underscore the growing importance of joined up robust cyber risk management strategies and the need for continued investment in cybersecurity measures to address evolving threats.
